If you can get to DOS on the system using startup disk with HD running. Enter command:
FDISK
This will show if the drive (if it can be read) is partitioned properly. Should be an PRIMARY - ACTIVE partition of at least 90MB (roughly) for Win 9X to install.
Can you access the system BIOS... Press F1 when it is displayed on the computer screen during boot up to go into the setup program (see notes below).

For menu to check and be sure BIOS is recognizing HD.
