Biostar M7VIP will not boot

I just installed a M7VIP MOBO with a athlon 2200 CPU. I installed all my drives and new memory I got. When I press power, my heat sink fan turns for a sec, then it stops and I get a weird sound coming from the internal speaker on my case. I checked everything and according to the manual I should be up and running, but no matter what I do, It won't boot. If anyone had a simular problem, please let me know what you did to fix it. Thank you.

E-mail me and tell me what the sound sounds like. There are beep codes to tell the user what is wrong i know just about all of them for most every mobo. Mastermine81@hotmail.com

i just installed a M7VIP mother board and when i push the power button i get one beep then nothing nothing is on the screen or anything just one beep then the green light stays on like it is froze you cant shut it down by button either you have to do it by power supply what i want to know is what is the beep code for this mother board i cant seem to find it no where thanks
