noisy jpegs in Adobe

When attempting to save jgs in my Adobe Photoshop (business edition) it frequently, but not always, "ahngs" & horrible tapping noises come out of the computer. Sometimes this goes on for three minutes or so. Usually I get frustrated and ctrl-alt-del. Most times the picture is saved ok in spite of this, but I also frequently find "program errors" preventing the saved picture from opening. I have already tried uninstalling & re-instaling. Any ideas? I use windows 98 & here is my comspec:

42% !!?? are you kidding me its a miracle you can open any programs at all. You must have every program you own running at the same time.Maybe even at startup. You should endevour to have as close to 90% as you can. If you want to fix this open the programs with icons next to the clock go to their settings and uncheck load when window starts (wording will vary) and exit them.leave your virus scanner/firewall(if always connected).
Forall the rest of the processes that are running click start/run and type msconfig
a box will open go to the start tab DO NOT UNCHECk anything just list any additionall programs running that were not near the clock previously exit the box.
aside from registry drop handler,scan reg,mouseware if any,sys tray pt snoop and firewall you dont need anything starting up with windows. After doing this run disc cleanup,scan disc,and defragmenter on a regular basis .
You will now notice a dramatic improvement in your computers performance
