You'll need to re-install it from the CD or the software recovery disk provided by the PC manufacturer.

What is the function of the little arrows found on some desktop icons?

Most icons should have a "little arrow".
Those are indicators that the icon is a short-cut to a program rather than a program itself.
If you want more information on the subject I recommend posting a new thread/question on the subject. The only people coming to this thread are expecting to find a question about MS Works not Icons.
