Problem with Folders on new PC

The system that I have now is Windows2000 Professional. Problem is its missing a few folders, but the system thinks they are there and won't let us replace them. It keeps telling us its already there, even though its just an empty folder. How do you explain this to a computer? I keep screaming "the folder is empty and needs to have this in there" and it just says "that program already exists.

Please explain & thanks.

do you mean files?
which files are they that are missing.
what do you mean replace them?
Go to windows explorer and click view/folder options find the entry show hidden/system files and put a checkmark in it. click ok ok file and exit now all files will be shown for you to verify their existence but remember to go back and change that setting to hide system and hidden files.
Before you go replacing hidden and system files you had better make sure you know exactly what you are doing.
