Who makes the hijackers?
You don't want to know... What I can tell you is this : these people are professionals (hackers, trojan writers), being paid a lot of money to develop these nasty trojans. Where are they ? All over the world ; with origins suspected to be somewhere in the former soviet union. Draw your own conclusions ! Why are they doing this ? Re-directs bring ad $$, that's all... lots of $$...
