160GB Seagate HDD detected as 131,++ MB??

My friend just assembled a system with a Seagate 160GB IDE HDD, but at windows xp setup (at partition page, before partitioning), it was reported as something 131,+++ MB what gives??? I kinda know that they usually loses like 8GB or something for the partition information but this is before partitioning, and 30GB loss???

on the segate drive is a serial number, can you tell me what it is please?
