Blue Screen of death..Help please

I've got a problem with my pc and any help will be good.
I call it the blue screen of death and it's really starting to piss me off.
This is what it says.
An exception OE has occurred at OO28:COO2CEFA in VxD ---
This was called from OO28:C183C716 in VxD---
Now this happens between 1 to 10 times a day it says you may be able to carry on by pressing any key which never works or pressing ctrl, alt, delete never works either i have to restart my pc everytime. It seems to heppen when im surfing the web, I'm using Windows Me with 128mb Samsung ram please help me. I also get this black screen sometimes with a green barcode like thing at the top of the screen

Hi
It is most probably the Video Card or it’s drivers are causing the error.
In safe mode un-install the drivers and any programme for it.
Re-start, Os will find new hardware (Graphic card), follow the instruction on the screen.
Then find the latest drivers for your card from Microsoft or the card’s manufacturer.

About a week ago I started getting the following BSOD message when trying to shut down Win XP Home Edition: IRQL_NOT_LESS_OR_EQUAL.
To try to fix the problem I uninstalled all program that I had installed during the past week but it didn't help. My computer seems to run fine but when I attempt to shutdown or restart Windows, the BSOD comes on the screen and stays there for about 10 seconds and then reboots the system. I can put the computer in Standby but it will not shut down on it's own. To shut it down, I press the power button just after the BSOD goes off the screen.
If someone can assist me I would be very grateful. I know I could fix this by reformatting but I'd rather not unless there's no other choice. FYI, I have the Dell Inspiron 8200 with a P4, 384 MB RAM.

right click 'my computer' icon and look for yellow question marks in devise manager tab and hardware. The not less or equal error is usually caused by buggy driver or hardware conflict.Youve downloaded multiple programs in only one week? Uninstalling, even properly leaves stuff behind.Perhaps there's remnants of these programs.
The error can also be caused by components sharing the same irq address. In windows 98 info can be found thru system info under system tools in the accessories menu I don't know about xp
