Windows Explorer Failure Error

My friend is having problems with Windows Explorer failing. After all startup programs load when starting Windows ME, he gets a dialog box that says:

"Explorer has caused an error in 4083708168.TMP. Explorer will now close"

After closing the dialog box, the desktop and taskbar disappear and the system just hangs in a frozen state.

The file 4083708168.TMP is in the C:\WINDOWS\TEMP folder and there is a faultlog text file next to it with the following information:

He uses many spyware programs, some of which have the ability to change the registry.

Spybot: Search&Destroy, Zxleaner, and Ad-aware 6.0
Software that changes registry: Registry Mechanic, Ace utilities, and Registry optimizer

Windows functions normally as long as he doesn't close the initial error dialog box but leaving the box running in the background is cumbersome and uses up memory. Can someone help me find out what's wrong and how to correct this error and also if any of the anti-spyware programs may have contributed to this error?
