My computer is stuck in what looks like safe mode, ive tried changing to a 256 color, and my mouse has been disabled as well. how can i fix this???

Ok Buddy, I'll at least get the ball rolling on this one : what OS are you running and how/when did this start? Need to know which browser you're using as well.

I have Windows 98
Internet Explorer
and my problem happened in early October of 2003.

Well, I had Win98 SE and had problems with IE6 that caused "Active Desktop" to crash, but never had the mouse go out on me. All I had to do was reboot, and wait for the next crash... until I got XP in the box two weeks ago. Someone else is going to have to step in on this one... sorry. Would you kindly state which Win 98 (first one or SE) and which version of Internet Explorer you're running?

Does it actually say in a popup "Safe mode"? It might not be. In any case try going to your hardware devices and updating drivers, but actually reinstalling them again from c:\windows\system or your System Recovery CD.
You don't need mouse control to do that. You can do through keyboard shortcuts if you're good. I'd sort out the mouse first.
