is the mouse pointer in an hourglass after windows has started? can you press CTRL ALD DEL and see a task manager? is so is it saying what process is running? can you boot into safe mode and see the icons?

Readme file contains instructions
ShellFix
The ShellFix tool is used to fix Explorer startup problems resulted from unconditional termination of F-Nimda tool during its operation. If F-Nimda tool is terminated by a user or operating system while it is scanning a hard disk, there will be no icons and no taskbar on Windows desktop. To fix the problem you will have to run the SHELLFIX.REG file.

This may sound trivial.. Someone may have activated the "Active Desktop" feature of Windows 98 since of the things it can do is hide desktop icons. Switch it off via right click first option or through Display settings in Control Panel.

To my knowledge it is not possible to remove the "My Computer" icon only rename it without using third-party desktop changers.

If it is not loading the taskbar as well. That sounds more serious..Try to boot into DOS mode and change to your c:\windows folder

Edit system.ini and make sure there is the
line

shell=explorer.exe

If it says shell= Something else. Then you know the problem now.
