Outlook express problem

I just got high speed cable internet service and a new computer with windowsXPhome. I set up account with outlook express and Im having problems opening attachments and URLs. Im sure it has something to do with my settings and or Norton antivirus program. I receive emailjust fine but I just cant open attachments. Yahoo and eartlink urls and attachments open fine so where do i start making the necessary changes??

1 Start Outlook Express, and then on the Tools menu, click Options.
2 Click the Security tab, and then uncheck "Do not allow attachments to be saved, or opened that could potentially be a virus" (less secure, but more functional).

when outlook express opening getting error msimn.exe is failed or missing file,
how to solve this problem explain by step by step ,my os win98 &winxp& advanced server win 2000
