I use, Windows 98 se, Office 2000, IE and OE6

My PC is virus free as per AVG and Symantec.

My issue is

I can no longer open OExpress.

Fault message reads
'.. . outlook express\ msimn.exe is not a valid win 32 application.

If I try to open it via IE the message reads
'. . outlook express\msimn.exe access to specified device path or file is denied.'

I ran Office 2000 and win98se again ( forgive the terms, really am new at this ). Didn't fix the problem.

Can anyone help me fix this for me. I'm so annoyed at this pile of old grr
