I get this Norton Util error when I run the windows doctor. It cannot fix it. This has been happening for months. Can this be fixed?

"C:\Program Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe" cannot access a necessary file, "mscoree.dll."

Hi Steve, this is from Symantec's web site,

This message can safely be ignored. InstallShield is not really trying to use the file DotNetInstaller.exe without .NET Framework being installed. The DotNetInstaller.exe file is merely cached in the engine location for future use.

InstallShield installs DotNetInstaller.exe as part of its engine files, which is a .NET application that is used when a setup is installing .NET assemblies.

DotNetInstaller.exe will not work on systems that do not have the .NET Framework, but the file is cached with the InstallShield engine files just in case it is needed in the future when the .NET Framework is installed.

WinDoctor recognizes DotNetInstaller.exe as a .NET application that depends on the .NET Framework and reports its findings. WinDoctor's findings are technically correct, but InstallShield always checks for the Framework before trying to use it.

Or download and put the file in the C:\Program Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32 folder

I have the same problem. I also have Norton Utilities and I cannot fully optimize because of this missing file. Any suggestions how to get this file back?

Do a search at WWW.DLL-FILES.COM and download the missing dll file.Replace and run..

on the norton i have had the same problems to, but also with disc doctor i cant get it to run as i have clicked it to fix automatically but the partion table gets checked and is fine then it goes to check the file structure but comes up with "the operating system or another
programme currently has access to this drive or some of its files" how do i fix this as i have just had it reformatted and dont have anyhting running? please reply via email ty (its xp home)

I have Norton System Works 2003 and have been using it for a year now. Last week, I suddenly started getting the message about the missing mscoree.dll file and saw that the C:\Program Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32 folder with DotNetInstaller had suddenly and mysteriously appeared on my C drive. I checked and found it was not on my backups. Where did this come from and why?

I too get this error:

"C:\Program Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe" cannot access a necessary file, "mscoree.dll."

One Button Checkup can't repair Program Integrety problems (perhaps same.) Is this a problem?

Also, I have found related file(DotNetInstaller.exe). Can this be safely deleted?

I am also getting that error message, and - additionally - I am having great difficulty running certain programs... including System Works. It could be coincidence, but ever since I began receiving this error message (perhaps a week ago) my pc has been churning and reacting quite slowly. I have done a Live Update and virus scan, and nothing has been found. But I wonder. Anyone else have similar problems and/or suggestions? Thanks.

I started getting this error message recently with SystemWorks 2003 One Button Fix. It seems my computer has been very sluggish, too. Is this from a recent Live Update download? Could it be making things run slowly? I have run virus check, too.

There have been many problems reported by Norton users following the latest 01/07/04 update.

Suggest you wait a bit, till problems become clearer or Norton sorts it out.( usually as a patch in new update)

I sure hope they get it straightened out soon. More and more I'm noticing sluggishness and programs (particularly Norton) bugging out. And until now I've enjoyed usung Norton.

Norton has finally posted something on their site:
"After January 7th your computer slows down and Microsoft Word and Excel will not start" as well other unspecified instabilities.
and suggest some workarounds. The link is:

To solve the miss mscoree.dll problem download a copy of "mscoree.dll" from this site:

http://www.downloadthis.net/dllfiles.html

unzipped it and copy the mscoree.dll file into your "DotNetInstaller.exe" file which is located on your hard drive at:

C:\ProgramFiles\CommonFiles\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe

Then re-run Norton Utilities or SystemWorks and this should fix the error. PTL!!

i get the same message but on start up my computer constanly tries to access Microsoft Outlook 2002 and asks for the xp dis with frontpage, which i do not have. then it reports this error. also Norton will not allow me to enable auto protect

Mike,

I downloaded http://www.downloadthis.net/dllfiles.html but when I attempt to locate C:\ProgramFiles\CommonFiles\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe I get as far as "Installshield" and find that there is no "Professional".

When I search files and folders I get an error message that C:\ProgramFiles\CommonFiles\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe does not exist and that it is an invalid folder.

Any ideas what I might do from here.

I installed the dll file in the intell32 folder and clicked on the dotNetinstaller.exe and the following message came up as a Net Framework installation error. It said: " Please set registry key HKLM\Software\microsoft\.netframework\installroot to point to the .NetFramework installation."

Anyone knoe what that means?

I will go one better than these problems. My StstemWorks 2004 will not load. When I try to chase down the problem by using the disc, it tells me the same thing all of these people (steve 10/18/03) foreward in your Help Forum do about that string and ends in "cannot acess mscoree.dll" HELP!!!

I was having this same problem and I downloaded and intalled the dll in this path

C:\Program Files\Common Files\InstallShield\Professional\RunTime\0700\Intel32

the problem is gone.

Since upgrading to IE6 from IE5, I now get an error in Live Update (LU1848-couldn't create callback object). Is this a file that is necessary, does it need to be fixed? Or is it just something Symantic needs to communicate with my pc? Thanks for any help you can provide. [Note: See Symantec website for help on this issue.]

Norton Error Fix from Symantec
Error: "Missing file: 'C:\ . . . \DotNetInstaller.exe' cannot access a necessary file . . ." after running WinDoctor

Situation:
You see the following message after you run a WinDoctor diagnostic scan from within Norton SystemWorks:

Missing file: "C:\Program Files\Common Files\InstallShield\Professional\RunTime\0700\Intel32\DotNetInstaller.exe" cannot access a necessary file, "mscoree.dll."

Solution:
This message can safely be ignored. InstallShield is not really trying to use the file DotNetInstaller.exe without .NET Framework being installed. The DotNetInstaller.exe file is merely cached in the engine location for future use.

Follow the steps below to ignore the problem reported in WinDoctor.

To prevent Norton WinDoctor from repairing the problem

Open Norton WinDoctor.
If the Norton WinDoctor Wizard does not start automatically, then in the main Norton WinDoctor window, click Scan.
In the Norton WinDoctor Wizard window, select "Perform all Norton WinDoctor tests (recommended)."
Click Next.
When WinDoctor has finished checking your system, click Next to examine the results.
Click Finish.
In the main Norton WinDoctor window, click the Problems button.
Under Problems Found, click the problem for the missing file, mscoree.dll.
Right-click the problem for the missing file, then click Problem Details.
Under Details, right-click the entry you want ignored, then click "Ignore Selected Problem."
Click Repair All > Yes to continue.
Exit Norton WinDoctor.

Each time you run Norton WinDoctor, this problem is ignored

I have Norton SystemWorks 2004 Professional installed for 2 months now. I have had install and uninstall many times due to errors. I have finally gotten support from Symantec, but I have 1 error message they have no clue about or what is causing it. It pops up a window at shutdown that is titled NAVAPSVC.EXE The text basically says "The instruction at "0x0040a31e" referenced memory at "0x00." The memory could not be read. It then hangs on shutdown or you click OK. Does anyone know why this is happening? It has also added 3 minutes to start up with it installed. I have Win XP on a 2 year old computer.

I have Norton system works. I tried running clean sweep a couple of times and i can't seem to get rid of the 10MB of Internet History. Why??? It states i have 2 files in Internet History But i can't seem to locate it.

I cannot loaf any of Norton 2004. It tells me there is an error. When I try to uninstall through install/uninstall it tells me I cant do that either. It nevers installs all of it. It only goes 1/2 way (approx). When I do try to uninstall it says "instopts.dat" is missing, uninstall will now exit. To put it in a word, it will not install or uninstall.
