scandisk and not finding D drive

Scandisk on Win95 cannot complete because some program is writing to C drive. I've closed everything I can see. Is there some way to close this hidden program?
Also, the computer cannot read from D drive.
D drive has power, and has no more than a couple dozen hours use in its life. Is it possible that this is a software problem, and if so, how to troubleshoot?
