can't view jpg files or any type of video files

I turned on my computer one day to find that the colors were slightly off on the screen. then i found out that when i go to a website w/ jpg files, they come up as just interlaced lines of red/green/blue which cause a nice colorful fuzz. this fuzz also comes up on any type of video files that i try to play. along with both, i can't open any jpg files on my computer, photoshop gives me a error saying that it can't open the file.

it's not my monitor or vid card b/c i tested that both on a friends computer and everything worked fine. when i put his vid card in my pc, the same problem still happened.

any ideas?

You can't just install a video card and expect it to work...drivers must be loaded in to make the card function. And it sounds like your drivers for your own card are not working. I'd check to see if any disabled icons show up in settings->control panel->system.
Or maybe somebody just reset your display to 256 color mode. Right-click anywhere on the desktop and click on properties and pick the settings tab. The color depth will be shown near the bottom. Try changing it to 16-bit color, high color, or true color. If those options don't appear, then it IS a missing driver. If those settings appear but the display stays the same after reboot, then your drivers are probably corrupt.

Can not view .jpg files in Outlook 200
When I double click an an attachment in Outlook, the message comes up that I don't have a program associated with the action.
