secondary IDE controller (dual fifo)

i cant get my dvd rom to work, or cd rw, and on startup, system is taking forever to come up with desktop display.
had a look in device manager.
says dvd cannot work because secondary IDE controller has been dynamically disabled. tried a search for a better driver, but system is happy with driver installed.
what does this all mean? is this going to cost money? help

many cd-rom's and rw's are dual channel IDE(integrated device electronics)devices. windows has a setting to accommodate these devices.try this...select start-->settings-->controle panel
click on double systems,select the systems device manager tab,double click the hard disk controllers branch to expand it-->then select properties.select the settings tab.in the dual IDE channel settings box,select Both IDE Channels Enabled,then click ok twice,and restart computer.
