Some programs won't connect to the internet

Hi. I've been having some problems with the network I'm on. I don't know what I did, or how, but some programs are refusing to communicate with the network (and therefore, refusing to connect to the internet). Of the programs I have, the following will connect:
Opera browser
mIRC

The following won't:
Internet Explorer
AIM
PlaneShift Updater
Games

Now, it worked up until I re-installed XP and re-downloaded the service packs. Here's my system specs.

P4 1.8ghz
512 MB DDR SDRAM
40 GB HD
Linksys LNE100TX(v5) Fast Ethernet Adapter
Windows XP SP1a
ALl critical updates from microsoft.com

Ok, another thing, probably related. If I download new drivers for my network card and install them, it gives me a message that resembles this:
Already in use by a service name

I don't know what this means, or how to fix it. Please help!

use system restore to bring it back to the date before the network drivers were updated
